Minutes of the Parish Council Meeting on Monday 09 June 2014

Present: Mr Ormston, Mrs O’Kane, Mr Kenny, Mrs Bolam.

1 Apologies for absence: Mr Stripp

2 Minutes of previous meeting 12 May 2014: Examined and approved.

3 Matters arising Mrs Bolam’s letter to the planning department was approved.

No replies yet to the letter to the National Park about donating a beech tree for the Harbottle Castle car park, or the letter to the County Council about the Cragend Landslip.

4 Finance

Bank balance £1785.99

5 Planning

Mrs Bolam withdrew from the meeting as the NNPA planning applications were discussed.

Solar Panels, Ovenstones 14NP0045 Clerk to email to say the council has no objections.

Garden House Harbottle 14NP0046 Clerk to email to say the council has no objections.

6 Correspondence

The council does not wish to make any nominations for the Love Northumberland awards.

7 Any other business

The Clerk was asked to write to the DCMS asking for assurances that a mobile mast for Harbottle is still on the list for the BDUK roll-out and to the NNPA and the NCC asking for their support in lobbying the DCMS.

The council is unhappy about the newly introduced charges for Post-16 school transport and Mrs O’Kane will draft a letter to the leader of the NCC asking that they be withdrawn.

The council will continue to publish minutes of its meetings on the Internet the day after they have been approved and not before.

Bank balance £1792.21

Donation to hospice in lieu of flowers in memory of Haizel Young £50

The council also agreed to plant a tree in her memory. The clerk to write to the National Park offering to replace the tree cut down in Harbottle Castle car park with a standard copper beech, guard and plaque since Mrs Young was closely involved in the creation of the car park.

5 Planning

The Conifers application to rebuild was allowed on appeal APP/P2935/A/14/2212267.

Mrs Bolam to draft a letter to the planning department expressing the council’s dissatisfaction with recent planning decisions.

6 Correspondence

Mrs Bolam will look at the NCC proposals for a Town and Parish Council website.

The council did not consider it important to attend the NULAG big chat event.

7 Any other business

The clerk was asked to write to the NCC expressing disappointment at the questions left unanswered in the meeting about the Cragend Landslip, asking for assurances that the road will be re-opened by August 2015 or earlier and urging the council to press for compensation from the previous consultants. Clerk also to write to Chris Rose and Neil Angus thanking them for their professional input.

Minutes of the Parish Council Meeting on Monday 7 April 2014

Present: Mr Stripp, Mr Ormston, Mrs O’Kane, Mr Kenny, Mrs Bolam.

1 Apologies for absence: none

2 Minutes of previous meeting 3 March 2014: Examined and approved.

3 Matters arising

Mr Stripp and Mr Ormston reported on the NCC core strategy meeting. Key points: plan is for 30 years but will be updated every 2-3 years. Over half of proposed development is in the SE corner of the county. Developers say 30% affordable homes target cannot be reached. Large wind energy schemes are out of favour.

4 Finance

Bank balance £1384.71 (no change). Clerk re-imbursed £6.22 for postage.

For this year’s audit, there is no longer a requirement for a volunteer auditor.

The council decided not to make a donation to Community Action Northumberland but will continue to support NALC.

5 Planning

Application for lodges at Wilkinson Park 14/00069/FUL has been withdrawn.

6 Correspondence

Consultation on Gypsies and Travellers, clerk to send an email saying it is not relevant to this parish.

Consultation on charging for transport for school children attending a different school on religious grounds, Clerk to respond to say the proposals are acceptable.

The council does not wish to take any action on the arrangements for charging for hospital car parks.

Crag End Landslip: the clerk will approach parish councils in Hepple, Alwinton, Thropton and Netherton about a joint representation at the public meeting on the 24th of April and the council will seek some professional advice, with a budget of up to £200.

7 Any other business

The council is happy to renew its insurance on the same terms as last year.

Minutes of the Parish Council Meeting on Monday 14 February 2014

Present: Mr Stripp, Mr Ormston, Mrs O’Kane, Mr Kenny Mrs Bolam.

Sgt Graham Vickers reported on police matters before the meeting. Rothbury police station is not expected to be affected by the cuts in progress.

3 Matters arising

Clerk to email Cllr. Steven Bridgett asking to be kept informed about the Cragend Landslip.

Submission was sent to planning policy consultation, there has been no reaction as yet.

Appeal re The Conifers, APP/P2935/A/14/2212267 Mrs Bolam and Mr Kenny to prepare a submission.

Extension to Biddlestone Quarry – no action to be taken at this time.

Mrs Bolam to draft an objection to the proposed lodges at Wilkinson Park.

6 Correspondence

Comments on NCC budget cuts: Clerk to send email expressing concern about the sale of County Hall resulting in all council services being located in the South East of the County.

Dial-a-Ride bus service: the council does not wish to make a financial contribution.

Response to Vision for the National Park – Clerk asked to send email to say that this did not take account of local communities and traditions as required by the EU habitats directive.

7 Any other business

Mr Stripp drew attention to opportunities for councillor training and the North Area committee at Seahouses. No-one planned to attend either event.
